Emergency medical team coordination models for disaster response: A proposed framework for Vietnam
Main Article Content
Abstract
Objective: To analyse selected emergency medical team (EMT) coordination models for disaster response, identify gaps in EMT organization and coordination in Vietnam, and propose an appropriate coordination framework.
Methods: A structured literature review combined with qualitative comparative analysis was conducted. Literature was searched from January to August 2026 in PubMed/MEDLINE, Scopus, Google Scholar, and official sources. Eleven documents representing six reference systems were included in the synthesis.
Results: The international reference systems differed in organizational structure and operational scope but consistently emphasized command and coordination mechanisms, standardized EMT capabilities, mobilization and task allocation, resource management, and information sharing. In Vietnam, civil defence mechanisms and health-sector resources for disaster response have been established; however, a dedicated EMT professional coordination focal point, standardized procedures for EMT registration, classification, activation and task allocation, and a centralized system for managing team capabilities and readiness status have not been clearly identified.
Conclusion: An EMT coordination framework for Vietnam should be integrated into the existing civil defence system, focusing on a professional health coordination focal point, standardization and management of EMT capability data, and digital platforms for resource management and decision support.
