Abstract

Objective: To estimate the economic impact of increasing the coverage rate of health insurance (HI) payments for the treatment of strabismus and refractive errors in children under 18 years old.
Subject and methods: A retrospective study was conducted based on reimbursement records for medical costs of children under 18 years old in 2023 at Ha Dong General Hospital and Hanoi Eye Hospital. The study was conducted in the context of the 2024 proposed amendment to Vietnam’s Health Insurance Law, which aims to expand insurance coverage for the treatment of strabismus and refractive errors in individuals under 18 years old to improve accessibility and treatment outcomes.
Results: At Hanoi Eye Hospital, the average outpatient treatment costs were: strabismus 217,061 ± 148,843 VND, hyperopia 206,099 ± 158,581 VND, myopia 273,706 ± 150,038 VND, astigmatism 234,936 ± 2,495 VND, and accommodation disorder 238,579 ± 102,469 VND. At Ha Dong General Hospital, the costs were lower: strabismus 138,615 ± 176,298 VND, hyperopia 151,041 ± 126,140 VND, myopia 176,317 ± 148,456 VND, astigmatism 128,275 ± 101,270 VND, accommodation disorder 188,902 ± 119,753 VND, and other refractive disorders 188,205 ± 211,432 VND. The average inpatient treatment cost at Hanoi Eye Hospital was 1,667,446 ± 701,333 VND.
Conclusion: The new health insurance policy is expected to enable easier access to quality healthcare services, particularly for school-aged children, reduce financial burdens, and improve the quality of life.
